He joined the DCSEU from The Solar Foundation (TSF), where he most recently led the organization's development and fundraising efforts. For several years prior, he helped create and serve as the first Program Director for the U.S. Department of Energy-funded SolSmart Technical Assistance Provider program, which to date has helped nearly 500 communities across the nation take steps to make it faster, easier, and more affordable to install solar in their jurisdiction. With its focus on solar soft cost reduction, SolSmart was in many ways the successor program to the SunShot Solar Outreach Partnership, which Philip was also involved in at TSF.
